I believe the answer is yes, but there is some things to clarify.
back then, steroids were not illegal and were not banned from bodybuilding competitions like they are now. It should also be understood that Arnold took them responsibly and very sparingly when he did take them. And he only took them for a short while, before realizing the adverse side effects.
